Pretty sure Kabam did not “forget”. It is simple math. Of course you dont count rank 1, which is a given. You have to count your rank ups, not your rank.
Doesn't change the fact they posted the rewards at 15. Not 15 rank ups. At rank 15.
I’m definitely a bit behind most people here 😄 I’m only on 39 Observance and 35 Action Figures so far.
As for your Collective objective though, it's not bugged.
The objective says complete 90 Collective rank-ups, not reach a combined total of Rank 90.
So if one of your Collectives is Rank 15, that means you ranked it up 14 times (because Rank 1 is the starting point, not a rank-up).
Using your numbers:
14, 14, 14, 15, 16, 13 becomes
13 + 13 + 13 + 14 + 15 + 12 = 80
So 80/90 is correct.

The slide says what it says. They discussed the feature based on what the slide said and then in game it was different.

Was there Observance before last month?
I’ve got two batches from last month (plus whatever we got in mail), one from 24 days ago, one from 21 days ago, two from 16 days ago, three from 10days ago and another from 3 days ago.
Another appears to be claimable for me today as well.
However, I only show 34 total Observance.

As per your last point, Mike said they would be following up with the team about that after we kept posting the slide with avg lvl 15 posted, but that was on May 5 or 6, as far as I can tell we've had radio silence since then, so no response as to a 'resolution.'
You almost miss one round of twitch drops. 7 Observances.
Only you, Twitch and Kabam CS can tell which one you have missed. Open "activity" and see which round of drops you didn't get.
Anyway, its an ongoing process. They will continue to give observances after 50 since they will offer Thor ascension package.
While we're chatting about Observance. Any idea yet what we'll be able to use it for? Did Kabam mention anything I might have missed.
In game it just says "Use Observance to purchase exclusive rewards from the Store later this year."
Will it be a separate store like the Essentia, Mysterium or Radiance store? And when (later this year) will we be able to start spending Observance?

Those are Action Figures in the Mysterium Store, not Observance.
The only thing Observance is going to be for (as stated by kabam) is the reworked Ragnarok Thor. And then down the road additional amounts of Observance for Ascending him. If Observance will be used for something else in the future it would probably be a long ways away.
