SF Blade's Damage Seem Strangely Low

I have to assume this was intended since I double checked and in his announcement video it was the same, but why is the damage from SF Blade's parry degen so low?



That's a rank 1 7*, so I wouldn't expect crazy numbers but 14 damage per tick seems incorrect... compare that to the parry bleed of a 2* OG blade:



So the parry effect does less damage than the same effect of a 2* version of his original design? And then SF Blade has the little mention in his kit that says this degen only scales with base attack. I don't think any reasonable attack boosts could possibly make that threatening. What going on here?

Those are not meant for damage. It increases his power gain and allows him to activate danger sense with sp1. Then (mostly for cosmic champs) you should be gaining a bunch of power and launching specials back to back, which sp2 inflicts degens that actually do damage.
