Weakness debuff question

I know weakness lowers ur attack rating but does it allow the enemy to evade u more often?
I was just fighting against Mr. Fantastic in 9.4.1 and I swear he evaded everyone I threw at him 90% of the time!!

Mr Fantastic gets 5% evade chance for each debuff active on either champion, so it’s not weakness, it’s Mr Fantastic’s abilities.

(If he’s awakened he also gets additional evade chance against unblockable hits, starting at 20% and scaling up every time an attack is unblockable)
