Game saying I should have 170 points for each captain's rank up(6* or 7*) at rank 4 but I got 100 points only for each of my champs..6* guillotine and mephisto at rank 4

How many points do you see for each of them in the Collectives tab? It should be 830 points each at R4.

The ranks as they are shown are the total points above base that you get for the given rank, not the points you get for going to that rank. A 6* has a base score of 660 and is worth up to 830 points (170 additional) at rank 4, the max rank that counts. So they are worth 660 (R1), 680 (R2), 730 (R3) and 830 (R4), and not 660, 680, 750, 920 as I am guessing you are thinking. Getting 100 points on a 6* champ going from R3 to R4 is correct.
