Inconsistency with role force charges

Now I understand you need charges built up from another role to be able to enter that damage window in Raids, but often times it still works with no role charges. Then other times you complete prompts and get nothing, is this an ongoing bug?

LetsLet's assumue you are running a path solo.

When you enter first fight. You dont have your role force. Next time you enter, you get access to your in-fight role charges and thus you can access full damage. Next turn you don't have role force, and are stuck with low damage, Next turn you do damage again... and so on....
