You are at rank 16. The progress bar shows your progress towards the next rank, which is 17. It is the same as your level: it shows 62, your current level, and the progress you're making to the next level, 63.
The CURRENT Rank (16) that class is at does NOT have a special colored banner at top. It is the currently highest you you’ve achieved. In pictured case, Rank16 that gave you the +6% Attack.
Clicking lower (to left) gives your prior achieved rank, in GREEN BANNER saying Rank already Unlocked.
Clicking higher (to right) gives you a BROWN BANNER, saying LOCKED. THAT is the one you have NOT achieved yet, in that case being 17. You did not show a picture of that (17).
Had you checked, that would have indicated that (17) is LOCKED (and just like your, opposite, corollary) you could have just as easily inferred that since 16 does NOT have a LOCKED banner on it, that one must be the one you are currently at.
