AI Heavy -> special with no delay

So for a while now I've been hitting this. If you try to intercept after a heavy and the AI uses a special you cannot hit them, even if you are in their hitbox already.
On the flip side, I used to be able to chain a heavy into a special, Hyperions s2 especially but it now gets blocked 100% of the time.
It really seems that the AI recovery speed has been increased while ours has possibly decreased?
I'm all for challenge and not opposed to,change, it's just nice to know when it does change so I can "adapt" to the new "meta".
Has anyone else seen this specific issue that I strongly feel only started recently?
