A.I evading while hitting on block

Thought only modok was bugged where he would evade while getting hit on block but it happened 4-5 times while doing 5.4 with champs other than modok.

Initially I thought I was hitting slow which gave them the time to move back but latter it happened even on fast tapping. Is this a new mechanic or what???
