How Good Is Punisher 2099?

I just recently got a 5 star Punisher 2099 and I want to know if he is any good and if he is worth ranking up?

    As always...it depends on what you are trying to do.

    I have the four-star at 3/30, and a three-star at 4/40. The three-star is awakened.

    I think the character is...interesting. I enjoy playing with it. It has some sneaky utility and if awakened, can Power Lock your opponent out of an L3. Heal Block is useful and fairly dependable, as is stun ability, depending on how you play.

    The downside: The damage output is simply average.

    Not terrible. Not great. Just average, and it doesn't scale. There's basically no way to get it above average.

    Now, to me, that isn't a fatal flaw. I don't like playing content where I need to hit something 300 times.

    But if you are looking for something to consistently tackle endgame content...P-2099 might not be the best option.
