Sym spidey evading with cold snap

The sym spidey in 5.1.4 is bugged. Evades when cold snap is up.

I thought coldsnap only stopped passive evades. Sym spidey has an active evade buff which my understanding wouldn't be affected

I've used him a bunch of times against sym spidey and never had him evade. It's says nothing about passive it just says enemies cannot evade.
