what should i rank up?

Should i rank up my 4* iceman to rank 5 or my 5* nebula to rank 2, i can also not rank anything at all

    Iceman. Triple immune, prevents evasion, one of the only Mephisto counters, residual damage. Nebula is good but not as good as Icy Boi
