Random Buffs and Debuffs on Arena

When grinding there'd be always a point of which when either sides get to be placed by a buff or a debuff.Out of curiosity is there a pattern of which they appear?

    Certain people run suicide masteries, which put a bleed or poison on their champ in exchange for more damage
