Hawkeye SP1 bug

I have had several instances the last few days where Hawkeye's special 1 did not produce power drain besides stating 100% chance of it. One was a fight with IM in AQ map 5, another was a skill symbioid in AQ map 5 and finally yesterday against the buffed up Mordo in Act 5.1.6. It doesn't miss the power drain very often but it appears that maybe the ability accuracy has dropped on it for some reason? The bleed still processed but not the power drains.

Any info would be great.
