Do you mean when you click "post comment", whatever you typed will not be posted right away, but on the bottom left corner, there's a pop up saying your comment will be posted after it is accepted by a Mod after review?

I encountered this few times, ONLY after I edited the same post like 4 times or more, normally to fix the formatting, to fix type, or to fix punctuation (sometimes due to the stupid auto-complete). However, if each and every "post comment" unedited also need review, then it will be something new to me.
