Quake, Black widow and hawkeye's synergy

Could you explain me how the aforementioned synergy works technically?
How percentages embed themselves and what are the factors which alter them?

Would also like to know this information, specifically does BW get a flat 15% increased chance to evade from the quake synergy, or is 15% of her 3% which is almost nothing?

I think is a 15% of her 3% chance to evade, a 15% of her 69% chance to not trigger enemy's ability (at 99 sig) etc...but if you do mathematical calculation, something doesn't make sense.
I mean that reality of the events doesn't respect the theory.
