You don’t. It’s for starting alliance quests and that’s it.

The leader is not suppose to use the treasury for selfish gain anyways. It’s for AQs and that is it. (Probably wanna step down if your trying to deceive your members.)

Good question though... What if you are the only member of your alliance? Then youldn't do AQ and the treasury is just dead capital anyway... (Don't ask, why someone would stay in a dead alliance... I do it for the fun of it)

I think it would be worth writing a ticket to support and just asking...
