Hulk Ragnarok "face me" clarification

So Hulk Ragnarok triggers face me from a starburst node, but not from a degeneration node? Both are passive damage to my understanding. Could even say that they are both "degeneration" since starburst says it degenerates the opponent based on lost health. Curious to know if this is a bug or am I missing something?
