It depends on what kind of content you're working on. Everyone told me cap was great so I grinded for him in arena and awakened him with a science gem. He was my third r5. His perfect block is great, and I used him to beat a lot of act5 stuff. Now I don't rly use him that much any more because his damage is pretty weak and he's boring to use. If you rely a lot on blocking and parry, do him, otherwise go with rulk.
