Guess they got tired of having to repeat themselves.

They pretty much said no. Not sure how many times they said it, but do not see how 40 pages is needed when the answer was and still is no.

Sentry’s just another Superman knock off. Marvel needs to realize that Superman and characters like him ruin the plot of a good story. Why do you think they sent Thor back to Asgard for Civil War? Cause it’s impossible to tell a good story when God can just come down and spank you for causing conflict.

There are so many flying bricks in superhero stories that pointing out they are Superman clones is pretty pedantic at this point. But actually, the writers of Civil War pointed out in interviews that the real problem was Hulk: they wanted to make sure the Hulk wasn't around because in the Marvel Cinematic Universe currently it is the Hulk that is the most problematic character to involve in conflicts with nuance. In the MCU even Iron Man can completely vaporize the more mortal Avengers, but it was easy to write the Civil War fight as the various super heroes not using lethal force. That's problematic when it comes to the Hulk, except when fighting practically indestructible beings.

The problem with Thor wasn't power level, it was the fact that it didn't make sense for Thor to take sides in a war involving laws that only really affect citizens of Earth. How do you force Thor to adhere to the Sokovia Accords when Asgard isn't a signatory of the Accords?

To the extent that MCU Thor would be a problem because of his power level, that level of power is at least approached if not equaled by the MCU's Vision. He is strong, almost indestructible, and possesses an infinity stone. In the first Avengers movie Captain America's shield was shown capable of withstanding a strike from Mjolnir. There's every reason to believe that the Vision's vibranium body is at least as strong as Cap's shield, even before accounting for his density controlling powers.
