Who should I use 3* skill gem on.

in Strategy and Tips
I got a 3* skill gem and three characters to use it on: black panther, black panther civil war, falcon.
None of them are particularly highly leveled, and are far from my best characters.

    I'd use it on BP (CW). OG BP has decent Bleed as well, but he can stack Unduped.
