Nebula Power Drain not doing anything

Has anyone else noticed this? Quite often I see Power Drain trigger on my opponent, but, nothing seems to happen. At first I thought I was missing something, so I started watching it closer, and sure enough the last 3 times I fought with her, power drain fires on my opponent when they have 3 full bars of power, and it never drains, they remain full.

    read her description. if no shock charges are up then you don't drain anything.
