Who to rank up?

I have a 4* mordo psylocke duped starlord punisher 2099 x23 symb spiderman cap america rank4 or 5* hulkbuster ultron. Also got 9500 5* shards so should i wait til i get a new 5*? Dont really know thx for feedback

I generally spend my iso as soon as i get it. Leveling my 3* helps me out in the basic 4* arenas, getting me mad gains. 4* are my focus when it comes to iso though.
