Hero ratings decrease after ranking up

Can someone explain how the Hero Rating of a champ can decrease after ranking them up? I just duped my X23 who was already at 3/30. After duping her and using a couple of items to increase her level, she was at a Hero Rating of 3,211. After ranking her up, her Hero Rating dropped to 3,140. WTH!!! Gotta be a glitch, right!! Highly pissed -TroublesomeTony

Ratings do not matter. The only thing that matters is the prestige. I wouldn't focus on the rating of X23 at rank 4, level 1. She needs to be fully leveled up at rank 4 (level 40) to be most effective and deliver a higher prestige. Focus on what matters, not the other stuff.

This happens for 2 Champions, X-23, and Wolverine. This is not a bug, and is intentional. Don't worry though, when you start to level those champions up, you'll get that rating back in no time!

If I start leveling up from a lower Hero Rating, wouldn't that mean that I'll finish with a lower Hero compared to starting the leveling up with a higher rating?

Because their health decreases slightly on ranking up. It's a pre 12.0 thing that Kabam never changed
Before 12.0, champ abilities had different ranks which increased on ranking up champ e.g. Regen II at r3 and Regen III at r4 etc. Higher rank abilities could have higher proc chance or higher value of stat controlled by the ability e.g. Regen IV could regenerate 5% health and Regen V could regenerate 6% health, Bleed III had 50% chance to proc on crits Bleed VII had 80% chance to proc on crits etc. So for Wolverine and X-23, if their health increased on ranking up as well as increase in Regen rank, the amount of regen would increase by a large amount so they balanced it by having their health decrease slightly on ranking up. After 12.0, they removed ability ranks and gave every champ rank VII abilities (the highest rank of ability then). So now, regen amount does not improve on ranking up from 3/30 to 4/1 but decreases slightly. This feature should have been removed but they are too lazy to do it
