Why can't we gift anyone no matter the level to strengthen our alliance

If you are at least level 40 you can get a permanent gifting badge with any purchase of $30 or more. They set the level to discourage players from using secondary accounts to gift their main ones.

Gifting would be nice but yeah the restriction is there to protect against abusers or cheaters as Darth said. That being said I feel it should not be a "buy-in" feature (it should simply unlock at level 40)... also if it has to be a buy-in feature then it should accept past purchases of $30 or more once you hit level 40 (I had spent $30 in the past in one go but it was before level 40... I feel it is not fair to say I must do it again to get the badge... oh well really not a major issue for me personally).
