In the "Tyranny" debuff, why isn't Nebula considered a villain?

Just played through Modok Expert and ran into the Tyranny debuff. I thought I had a shot at avoiding zero power gain by sending Nebula up against A-Bomb... poison immune... villain champ... good idea, right?

The fight pops up and power lock is active...

Isn't Nebula a villain?

Did I miss something?

    Yeah, but it also says that “Heroes” gain no power, so she should at least gain power normally, not be locked.

    That's true. But @Rogue42 is right: if she doesn't have the #hero tag, she's not a hero either.

    So yeah spelled villain wrong. If she doesn't have the #Villain tag, she is not a villain. Of course, Kabam has been known to make mistakes with the tagging from time to time.
