Outdated Level-Up Rewards: Mastery Point Recovery Stones

Just noticed we still get mastery point recovery stones from leveling up. I just hit level 55 and got one on one of my accounts. Is this working as intended? Or just something that's so low on the list that it's just not an issue right now?
