Why abomination can’t inflict poison by attacking

Because he is a good villain, he doesn't poison you until you hit him. leave him alone.

I'm guessing that it's implied that making contact with Abom can activate his poison, but Abom making contact with you does not.

So I guess it's like a defense mechanism or something.

Rogue refreahes her stollen buffs from contact when attacking. Even when the block her attack. Again both are contact. This is kinda like the hood and stagger issue that has the same wording as MD. Kabam wants their cake and eat it too
