I received an in game mail message dated today with the headline “Rank Up Bundles”. In it was an. offer for two bundles containing catalysts, and fragments. I was going to take advantage of it, but there is nowhere it the game to do so. Don’t know if this is a system wide issue, or it is only occurring for me. And before you ask, yes I was logged in intermittently throughout the day and constantly searching for this offer.

It is a unit offer that comes from the home screen under the news banner, the same place the offers you get for catalysts after opening crystals.

You have to buy the 1st bundle that you don't really need in order to buy the 2nd bundle that you need to rank up. Why not offer all the bundles so we can buy what we need, instead of being forced to buy 2 to get the one you need to rank ? (money trap)
