Depends on the node and who you bring. Spiderman is a close second for me.

With blade and gr - no villain.
With iceman evade champs easy.

Overall though i suspect modok would be hardest without an appropriate champ.

I dont see Modok as a champion, he's just this accident that ended up in the game.
