Daily Catalyst quest???

Last week I played through the Cosmic tier 3 quest completely twice, then had to play through the easy side FOUR more times to make a single catalyst.
Today, I've played through once, and the hard side a second time, and still haven't made a complete catalyst.
I thought you were 'guaranteed' at least one catalyst for a full play through?
