General strategy and roster advice needed.

I've been playing for over 6 months and though I've watched videos and searched for tips regarding MCOC I thought I'd ask you all some more detailed questions that seem to be too specific to find on the forums. First of all here's my 5*, 4* and top 3* rosters.
I mostly play Arena up to 240k on 2-3*s and 150k 3-4* and I'm able to complete Heroic in events but not quite ready to complete all but the first chapter of the Master setting. My alliance is Bronze 2 so I don't really get a lot of 4* shards from alliance war and I play both AW and AQ regularly.
1) Should I keep leveling up my strong solid 3*s or should I start either saving my resources for when I get a very useful 4* or start leveling up 4* characters like Winter Soldier or Moon Knight (or any other 4*or 5*) because they are somewhat helpful but not top tier?
2) My Masteries, I think at least, are set up pretty well. How should I be spending my units: on special deals for 4 or 5* shards or anything else?
Any other tips or helpful information on how I should progress from here would be very much appreciated and thanks in advance.
