I just got 3* Nebula and 3* Wolverine, but I have a Tech awakening gem, so should I awaken Nebula? I mean 3* will be getting useless for me after a while but still

    Save it for a better tech champ (vision, stark spidey, star lord, etc.) Nebula's still good without her awakened skill, so you don't really need it.
