Only “Select Few” received a gift?

What’s up with that? Emergency Maintenence constantly messes up AQ & AW and only a few receive gifts? Here’s a screenshot from my alliance

Only one person got this. Was everyone else not affected? #garbage

Occasionally, we'll give different gifts to different users. Just because this wasn't your turn, doesn't mean that you won't have a chance in the future!
