Can all special attacks be evaded? or some of them you have to just block because they are to much to dodge example ones that shoot a ton of bullets or a ton of energy at you

I used to think there were a few specials that were un-evadable.
Then I saw a video a week or 2 ago that showed pretty much every single one of them being fully evaded.

That's all I can think of off the top of my head at 230 am.
