Missing skill points

I was going through looking at my skills and seeing where my last 4 skill points were going to go or so I thought I had 4 left. I always believed that we had 60 - 64 skill points to use well it seems that I don’t have one or maybe more idk if a secret change was made but I’ve also been on and off for the past 2 years but still active through out the months so I was just wondering if I'm the only one or if I just not thinking straight but I'll look back at a few skill videos to check and see. I forgot to mention im a Lv 60 so ya and I used all my skills that I have available to me I do still have 3 in campaign
