How good is Captain America IW?

So I just pulled Captain America IW from the marvellous cache unit deals today and was wondering how far I should take him up?

I have all content cleared except for LoL and my current r4s are magik, AA, x23 and GP. I have the generic awakening gem also from act 5 still also but before I decide if he is worth that I will see if I can grab a science awakening gem from the 5* AG crystal from the current event.
