Luke cage has very high physical resistance

Quake deals physical damage with aftershock

Q: why luke‘s resistance cannot reduce this physical damage incoming?

I tested wuake against different champions and luke cage gets the same damage as for example medusa

LC description says physical resistance against non crit hits. Does charging or aftershock count as hits? If i understand right only contact physical damage bring physical resistance into equation.
