Which to 4/55, Captain America IW or Modok?

I have 6 T4CCs and one Rank 3-4 Gem from completing act 5. SO i can take one to R4 and one to R3. Both are unduped and I had just planned to use Modok on defense for AW. Anyone have experience with CA? Is he worth the R4 unduped?
