If you are a new player, yes.

Yes, you should max out everything. 1 stars, 2 stars, 3 stars, 4 stars, 5 stars. Obviously, you can't max out everything immediately, but if you are just leaving characters at level 0 because "I am never gonna use them anyway", you will find that later on in the game you will have huge of amounts of those resources that you thought you really needed to save and nothing that you can do with them.
