Synergy not working [Not A Bug]

I was thinking about taking my 4* Hulk to rank 5 because of his synergy bonus with Black Widow. The bonus was that all champs gain 25% chance to stun when using a special attack. Hulk already has an 85% chance to stun when using any special attack so an additional 25% chance would mean he would stun every single time he used a special. When I took him to war I used his sp1 4 times and one got 1 stun. Am I miss understanding something or is this a problem/bug?

Hulk with the BW synergy has 2 chances to stun on specials one from the base ability and a second from the BW synergy.

If you want to increase the base chance to stun I believe DD and She-Hulk have a synergy that boosts stun chance.

Yeah I'm just talking about just the specials attacks when you have Hulk with BW Hulk special should stun 100% of the time I'm not getting that at all.

BW's synergy with hulk is a separate event not an increased stun chance. When using a special with Hulk he has one "roll" to stun at 85% and another "roll" to stun at 25%.

Hey @Shawn8181. Sorry for the confusion! @CoatHang3r is correct; this Synergy gives you a second chance to stun at 25%, and does not stack with the original 85%.
