Loki is broken, SP2 health steal ability doesn't work!

Regarding Loki's Sp2 right now I have tried several times to use that 100% chance to substract %% health from opponent (even with higher health points as required) but no luck with this even though a red damage like number appears with successful hit. I think it is broken and no one seems to use or care about it. Hope you have a chance to look at this. Thanks in advance.

    Loki doesn't have Heal Steal in his lv2. What his skill does is Take extra HP of your opponent "if you have more HP then they do.

    Health steal would be awesome though!
