I'd say yes but only above sig 80 or so. She has uses even in Act 5 all the way to 5.4. But she's not needed if you have other champs as 5 stars higher rated.

Yes just make sure she has a high dupe level

Yeah if her sig level is like 70 or higher i would do it. Still blasting opponents with 20k s2s
