Aw node 22 anomalie or bug?

So I take path 4 in aw so I can use my 5* vision that I love...last war and man on node 22...could not trigger a power drain due to glancing, even on an l3...no big deal understandable...
Then this wat I encounter an unawakened Nebula...ok easy peas right...nope could not trigger a single power drain...I know your thinking oh she shuts down robots when she has shock charges...she had zero for the entire fight...I landed 2 L2 nothing, switched to L1...nothing
Anyway curious if anyone else encountered this before if I missed something or if it’s an actual bug...
