Does Recovery Affect Willpower?

So when you max out recovery, any regen is incresed by 15% (I assume it means 115% not a flat +15%). Willpower regens .7% max health per second when you max it out. So does that mean when you have Recovery maxed, you regenerate .7% x 115% per second?

    Lol what if recovery actually made willpower from 0.7% to 15.7% that would be OP. If both are maxed out, you get 0.805% per second.
