IW Cap Special 1 fails to connect

Several times has my Infinity War Captain America’s Sp1 failed to connect completely. I don’t understand why this happens and it has deterred me from ever using it. Is this functioning the way it’s suppose to??

Similar but not the same. My special initially hits the target as seen in the video and then becomes blocked mid way through after. I see a lot of talk on that post but not much evidence to back it up. I was not evaded, the opponent did not use dexterity, and the opponent took the initial first hit from my special as you can see from the bleed he took (first stack from suicide mastery). The opponent still blocked me mid combo of my special

Could maybe have something to do with the fact that you did it right when he got on the ground? But yeah, the first one hit him, so it should have "stunned" him.
