Why doesn't Wolverine have the same BLEED draw chance as X-23?

I did like 4 fights and Wolvie barely drew blood, but with my X-23, it took no time at all.

    Because insane bleed(x23) with insane regen(wolverine) would make him op and probably a little to strong

    But Iceman is TRIPLE immune, and now isn't affected by BP Reflect Stun...
