L2 quest revives

Where have all the L2 revives gone? I get plenty of L1 but it seems like nothing gives L2 anymore except the unit store.

    Used to have them in stash but it seems like nothing gives them. Didn't they used to be in the solo quest milestones? or was that always L1?
