Red Skull sp2 issue

I've just found this out today against harder ai red skull's sp2 can be blocked after a combo. I wanted to know if this was intended or not.

Most every special has had that problem recently, even those with relatively low startup times (EX. SL sp2). I remember when it used to just be Captain Marvel.
