Is there a list of 4* champs that definitely won't be available as 5* versions?

There were a few listed in that announcement but I was wondering if there is a more definitive list?
Why aren’t Dr Strange, Black Widow, etc., on the list of Champions to be added?

We don’t currently have plans to release some of our previously released Champions as 5-Star variations.

    Scarlet Witch
    Punisher

    Deadpool X-Force
    Gamora
    Magneto (Marvel Now)
    Black Bolt
    War Machine
    Cap WWII
    Abomination
    Joe Fixit
    Vision (AOU)
    Miss Marvel
    Wolverine

    Deals:

    Vision (Comic/Classic)
    Red Deadpool


    Special:

    Kang
    Thanos

    All these characters currently have no 5* form and aren't on the list for upcoming ones.
    (May have missed some guys)
