Fix the server maintenance announcement bar

It's great that kabam are going the extra mile to make us happy by giving us a proper announcement bar, they are again one step short. They have achieved their purpose in warning us about sever maintenance, but they've also blocked out the button for accessing the alliances and solo events page. Just make the announcement bar cover the chat space and leave the 2 side buttons available
